Construction :

A general term for the erection of a plant or facility including building or civil work on site.

Pre-commissioning :

Pre-Commissioning means those activities by which the installation is checked for completeness and the equipment is test run and is prepared for operation as far as practicable to ensure readiness to receive normal feedstock.
Functional tests form part of the pre-commissioning phase of activities and are carried out to prove that items of equipment including associated pipework and controls are able to perform as far as practicable, the work for which they are designed. They are performed using non-process, innocuous materials.

Commissioning :

Commissioning is used as a general term to cover all of the activities described in this document. The precise definition of commissioning is that phase in a project immediately subsequent to pre-commissioning, when air freeing operations commence until normal feedstocks are admitted for the first time to the plant for processing. During commissioning the plant is adjusted to stable operating conditions as soon as possible and the feed rate increased to design to give a period of full production prior to the demonstation of performancwe tests.

Start-up :

Start-up is the phase of commissioning when the production of the final product is started.
